HC seeks response from Forest dept

Convention Hall at I G Park

ITANAGAR, Mar 31: The Guwahati High Court has given six weeks time to the Principal Chief Conservator of Forest (PCCF), Govt of Arunachal Pradesh to respond to representations pertaining to construction of Conventional Hall at the premises of Indira Gandhi Park.

This direction came after one Charu Tanam petitioned the court through a Public Interest Litigation that the Park created for preservation of forest was being illegally put to the use as govt offices without any amendment to the existing master plan.

Tanam, through a friend had written to the PCCF and Deputy Commissioner, Capital Complex objecting to building of Convention Hall inside the Park on Nov 7 last year. Another representation was given to Chief Minister as well on Nov 6 protesting the construction.

The direction issued on March 22 stated, “Without expressing any opinion on the merits on the issue raised, we direct respondent No.1 (PCCF) to take a decision on the representations in question in accordance with the law within six weeks”.

The PCCF, Govt of Arunachal, B S Sajwan while refusing to give any details, said that he will abide by the Court direction.

Interestingly, the Divisional Forest Officer, Social Forestry Division, Itanagar under whose jurisdiction the Park falls, in a letter dated Jan 17 to PCCF clearly states that his office did not issue No Objection Certificate (NOC) for the construction of the Hall. Without making any further details, the DFO further states that “However it appears that land was allotted in favour of UD and Housing vide order No. DC/CC/CM (E) dated 29 Nov 2010 for a plot measuring 16933.50 sqm. at I G Park by the Deputy Commissioner, Capital Complex, Naharlagun”.

However, Deputy Commissioner, Onit Panyang when enquired informed that the NOC was, in fact, given by the Additional PCCF enabling the project to go ahead.

Director Urban Development and Housing Taba Tedir too backs the statement of the DC. He said that NOC was obtained from the Forest Department and land revenue has already been given to the government.  He said that foundation work of the Hall has already started and the dept is hopeful of completing it by March next year. The project is being executed by Arunachal Pradesh Infrastructural Development Corporation Ltd and implemented by the state Urban Development & Housing department, at an estimated cost of Rs 3,125 lakhs.

It was only in Feb 2010, DA had allotted the Indira Gandhi Park with total area of 63.30 acres to the Department of Forest for protection and maintenance of the park in pursuance of a letter by Director of Land management.

Earlier, Directorate of Town & Country Planning under the Department of Urban Development prepared a master plan for Itanagar wherein the  Park was shown as an open space for public use as a park with a proposal for its development. However the master plan was not notified.

However, bypassing all these, in June 2010 it was decided during a meeting conducted at the Chief Minister’s official chamber that an area of 17,092 sq.mtr of park shall be transferred from Forest Department and allotted to Urban Development & Housing Department for construction of convention centre at the western corner of the Park.

Once completed, the Hall will have a seating capacity of 1000 people, food court, office with media room, amphitheater and parking facilities. But the nature lovers are neither amused nor impressed. They reason that it’s not only plundering of only green cover in the centre of the town but also deprivation of the citizens who uses the park for recreational purposes. Meanwhile, All Arunachal Pradesh Unemployed Scheduled Tribes Union has demanded cancellation of construction of the Park. While asking for shifting of the Hall somewhere else, the Union said that Park should not be defaced. It further said DFO had already refuted issuance of No Objection Certificate for the use of land for construction of Hall.

Much of the park has already been encroached by private individuals and to a large extent; government has been responsible for the shrinking of the park by making way for many offices within the park and giving allotment certificates to encroachers thereby legalizing the unlawful activities.

It remains to be seen what step the court will take to save the Park from turning it into a concrete jungle.

 

 

AIR conducts Folk Music Festival

PASIGHAT, Mar 31: The local artists and musicians came together in a Folk Music Festival at Town Club here today to showcase typical folk songs and dances of Adi tribes.

The crowed pulling event was organized by All India Radio, Pasighat in collaboration with AIR Dibrugarh to stimulate the charm, emotion and energy of Adi folk music connoisseurs.

“It is a unique idea and initiative by AIR which would act like a musical balm creating cultural awareness and new avenues for younger generation to come forward in fields like arts and music,” said East Siang deputy commissioner Talem Tapok. Lauding the efforts of the organizers, Tapok stated that the tradition and culture of Adi community could be protected and preserved through such initiatives besides supporting and promoting the local folk music composers, lyrists, singers, music researchers and live performers. He suggested the AIR authorities to organize such event at larger scale in future so that folk music of all the tribes and sub-tribes of the state could be staged for public viewing, inviting various musicologists and music critics of the country.

Though the modern society is being swayed away by Bollywood and Hollywood trends, the AIR Pasighat took bold step to promote emerging artists giving a much needed exposure to both new and seasoned talents, commented Retired IAS officer Oshong Ering.  According to him, it was an opportunity for the local artists to expose their hidden talents. He appealed to the elders to guide the younger generation to love their own culture and tradition.

The officers of AIR Pasighat  K Mindo, Program-Executive, JB Nabam, A Morang and Gejom Karga Lobom, all Transmission-Executives spoke and conveyed their thanks to the Additional Director General (NER), Deputy Director to ADG (NER) and the Program-Head of AIR, Dibrugarh for their presence and unstinted supports.

Legendary Adi singer Talut Mize and Anumoti Sisam enthralled the audience with their melodious renditions while a group of young dancers compelled the audience to tap their feet. DIPRO.

 

 

Historic Komsing-Pangi villages await road link

ITANAGAR, Mar 31: When many villages of the state are connected with road under central Govt schemes like PMGSY, SPA, NLCPR, PM’s package and NEC,CRF, SARDP and RIDF programmes, the historic villages under Nugong Banggo (block) in East Siang district such as Komsing, Pangi, Sisen and Rasing are lagging far behind when it comes to road connectivity till today.

Komsing, which witnessed the assassination of then Sadiya APO Noel Williamson by Adi warriors led by Matmur Jamoh and Lunrung Tamuk on March 31, 1911, even after a century, remains almost delinked from the rest of the world.

Despite being the largest village in Nugong Banggo with high historical relevance, Komsing and other villages are deprived of road connection forcing around 5000 poor villagers to suffer numerous problems.

“Head load is only the means to transport goods from the nearest motorable road. Absence of proper link road in our area has hit the prospect of business boom,” revealed Restoration Committee of Historical Importance and National Heritage chairman Ajay Darang.

Absence of motorable road in Rasing badly affects the economy of poor villagers. ‘Various surplus agriculture and horticulture produces are kept in store-house due to absence of transportation and proper marketing facilities.’ informed ASM Oja Pazing. He said the villagers have to pay an extra charge of Rs 200 for carrying a cement bag.

“We have to take the emergency patients to the nearby hospital on foot leaving the patients to their fates,” Pazing said. Adding woes to the villagers, completion time for the ongoing Nugong Bridge construction work, a lone motorable bridge of the Banggo  connecting Komsing,  has been extended for another two years. The bridge was sanctioned under DoNER ministry in 2007 and supposed to be completed by  2011.

Despite of having a porter track only, a good number of tourists from abroad and within the country are visiting the historic Williamson’s mark (the spot where he was assassinated), famous orange orchards and ginger gardens under Nugong Banggo.

Darang further said, “Many tourists and researchers face various problems while they visit the villages due to lack of proper road communication, tourist lodge and information center.”

Pangi is the place where the villagers from Kebang led by Lomlo Darang and Bapok Jerang assassinated famous European medical officer Dr. J D Gregorson (who accompanied Williamson) along with his three coolies on March 31, 1911 at Guak Camp. Other belonging to the same group were also killed at Tempot Yapgo, northern side of the camp on the same day. Incidentally, the village is also the birth place of Lunrung Tamuk, the co-killer of Williamson.

The British troops also launched an attack to the Adi warriors during the historic Anglo- Abor war (Poju Mimak), nearby Sisen village on 4th December 1911. The bunkers used by the Britishers during the war are still visible there.

“If properly connected and infrastructure built, the village would become a hot spot for tourists”, asserted Tani Tamuk a law graduate from Pangi.

Despite having all these potentials to be front runners, the villages are lagging far behind and still depending on porter tracks and ramshackle hanging bridge for all purposes.

The light of development would only dawn on the people once the unconnected villages, including Pongging are linked with the Trans-Arunachal Highway from Dite-Dime to Pasighat-Mariyang Road.

 

 

Prof Syiemlieh applauds NERIST

ITANAGAR, Mar 31:  The North Eastern Regional Institute of Science and Technology (NERIST) has been actively cultivating the young minds for modern India. The students have such talent that they will acquire their right place in the global economy too, said Vice-Chancellor of Rajiv Gandhi University Prof. David Reid Syiemlieh while inaugurating the SHRISTI-2012, the annual techno-management festival of NERIST yesterday.

Prof. Syiemlieh applauded the rich cultural talents of the students – the budding technocrats, engineers and managers as the students from various states like Assam, Arunachal, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim and other parts of country displayed their traditional costumes and culture through various dance forms. He said that NERIST’s contribution has been immense in making a valued society.

Prof. Dipankar Pal, Director NERIST, lauded the students for their talented performance in the cultural show and the organising committee for their skilful efforts for execution of the SHRISTI-2012. Earlier, Dr. P. Parida, chief coordinator of SHRISTI-2012 asked the students to showcase their optimum talents in the coming three days of the SHRIST-2012. He informed that it is the greatest inter-institutional ‘techxtravaganza’ in the North East India which provides a unique platform to showcase the skills and innovativeness of the tech-aficionado.  It is an ample opportunity to nurture the brains of budding engineers, technocrats and managers to showcase their talent through creation, innovation and erudition in their technical-managerial skills and knowledge, he added.

SHRISTI-2012 showcased more than 56 amazing and challenging events through various clubs including Bits N Bytes, D Zine, Creativo, Parikrama, Illuminati, Colosseum, Videography, B Zone, Phoenix, Mind bend, Ideez, Game Zone, etc. apart from two workshops which were attended by eminent professionals from Wikipedia (India Chapter) and Technomatrix. More than 600 young engineers, technocrats and managers are participating in the three days extravaganza.

 

 

Housing census reveals changing scenario

Itanagar, Mar 31: House listing and Housing Census Data 2011 for Arunachal Pradesh was released by the Director of Census Operations, Arunachal Pradesh Hage Batt at Banquet hall here today.

The Housing data reflected a decadal increase from 2,83,760 houses in Census 2001 to 3,75,960 houses in Census 2011 that includes all kinds of buildings including census houses used as residences and showed a decadal increase in number of households in terms of availability of better household amenities in terms of indicators like sanitary facilities, housing infrastructures and assets like telephone, mobile, including encouraging increase in households availing banking facilities of the general population of the state.

Delivering the keynote address, Batt informed that the houselisting operation conducted during April 15, 2010 to May 31, 2010 as first phase of census 2011, was to identify each building/house and to find out its usage, so as to enable drawing a framework for the 2nd phase of population enumeration and also to ascertain the quantity and quality of the census houses, amenities available to it and assets possessed by the households.

He added that the census inputs like the state of human resources, demography, culture and economic structure profiled under Census of India would help in planning and  policy formulation for the development and progress of the country. He hoped that the dataset present in the current volume would reflect the physical quality of life of the population of our state and would serve as a useful tool for planning intervention to improve the same. Informing that the current volume provides Housing Tables related to the general population at the state and district level, he said that Tables in respect of Schedule Tribes will also be made available.

The Director added that Census 2011 has added a number of new indicators and refined existing ones in response to the needs of the Data users.

Extending his gratitude to the State Govt.  officials and Team Census 2011 and people of the state for the cooperation and support, he also made a special mention to enumerators and supervisors for dedicatedly carrying out the house to house enumeration in challenging circumstances.

Director Economics and Statistics, Duyu Pussang speaking on the occasion, termed the Census process as a gigantic task, especially in a topographically challenging state like Arunachal Pradesh and also commended the efforts of the enumerators and supervisors.

A PowerPoint presentation on Housing Data, availability of amenities, assets possessed by households was made by Dy. Director Census Operations, Arunachal Pradesh, B. Sohtun.

Also, a documentary on Census of India 2011 was screened capturing the spirit and essence of the Census 2011 and major highlights of the Census process across the length and breadth of the country. DIPRO

 

 

AAPSU demands clearance of backlog

ITANAGAR, Mar 31: All Arunachal Pradesh Students’ Union (AAPSU) has urged the North Eastern Regional Institute of Science & Technology (NERIST) authority to fill up all remaining backlog posts under various categories at the earliest.

In a letter to the NERIST Director, the union expressed disappointment for not filling the backlog reserved vacancies for SCs, STs, OBC and persons with disabilities of group C&D categories as per instruction of the union Ministry of Human Resource Development (MHRD).

AAPSU has cited a letter written on 20th Dec 2011 by Kapil Sibal, Union Minister of Human Resource Development  in which he had clearly instructed to all the institutes under its jurisdiction, including NERIST and RGU to ensure immediate filling of the remaining identified backlog vacancies for SC, ST, OBC and person with disabilities as on 1st November 2008 and “due case may also be taken to ensure correct assessment of the backlog vacancies and maintenances of requisite registers / rosters as per instruction contain in DoP&T OM No.36035/3/3004-Estt (Res) dated 29-12-2005 as amended from time to time in furtherance of the person with disabilities (equal opportuni-ties, protection of rights and full participation) Act-1995.” The AAPSU said that it had submitted several representations to the NERIST Director on different occasions requesting him to follow the instruction of union HRD Ministry and fill up the backlog vacancies through advertisement  immediately, but  the Director gave only verbal assurance  and did not take any initiative to advertise the backlog vacancies till date and the due date is expiring today. This attitude of director shows him in poor light and AAPSU genuinely feels that he has anti-tribal sentiment.

Meanwhile, AAPSU president Takam Tatung has welcomed the decision of state government to open many new government degree colleges and establishment of state university at JN College, Pasighat. AAPSU, which has been demanding for establishment of state university for quite long time, hoped that state university will go long way in providing education opportunities to the tribal students of the state.

However, the Apex student body expressed some reservation over setting up of many private universities in the state. “State government needs to properly scrutinize the background of these universities. We should not let degrees be sold in the open market. The life of young Arunachalee should not be put in risk,” said Tatung.    

 

 

Girl education for self-dependence: Kri

TEZU, Mar 31: Parliamentary Secretary, PHED & WS Karikho Kri distributed cheque amounting Rs. 6500 under Pratibha Khoj Scheme of SSA to some selected girl students of Tezu-Sunpura block at BRC Hall here yesterday.

Pratibha Khoj is a scheme to promote girl education as well as check school drop-out rate.

Speaking on the occasion Kri, emphasized on girl education for self-dependence. He said that the awardees would be the source of inspiration for others and asked them to go and tell that hard work and perseverance are rewarded. Kri further announced incentives for students toppers of class XII.

A coordination meeting was also held in the sideline of the award giving function organized by the District Level Monitoring Committee to resolve some of the burning problems and issues of educational institutions of Tezu-Sunpura Block.

Kri said that he was ready to take up any grievances, requirements of the schools of Tezu-Sunpura block with the authority. He advised the principals and headmasters to come forward and apprise him of their grievances and requirements for schools.

The Deputy Commissioner, R K Sharma while lauding the scheme for girl students said that both students and teachers are equally important for the development of society. He advised the students to become good citizens of the country.

Lohit Deputy Director of School Education  K Rina advised the girl student to study hard to achieve their desired goal. He encouraged them to develop all round knowledge.

All the heads of Higher Secondary, Secondary, Middle, as well as primary schools  and Panchayat members were present in the meeting

A series of similar programmes were conducted in all the five blocks of the district.

Workshop on business register & local bodies account held

PASIGHAT, Mar 31: A day-long workshop on ‘Business Register and Local Bodies Account’ facilitated by the District Economic and Statistics department was held in the DC’s Conference Hall today.

Deputy Commissioner Talem Tapok while highlighting the purpose and need of the concept, appreciated the effort of the statistics department and called upon the attending HoDs, BDOs and ZPMs to co-operate for successful implementation of the programme at the district level. He stated such workshop would highlight the activities that need to be completed under TFC (Thirteenth Finance Commission) award developing a frame of establishments besides improving estimation of the domestic products, assessment of potential business markets and other research works in addition to improving the much needed registration system.

The DC stressed on preparation of local bodies accounts, improvement of data in respect of forum activities, pooling of central and state sample data and network connectivity etc. These would serve as a statistical tool for preparation of socio-economic surveys, added Tapok.

Resource person G Thaosen, Assistant Manager, NEDFi brought the requisite guidelines of the government for preparation  and  maintenance of Business Register and of the Local Bodies Account through power-point presentation. DIPRO

 

Misuse of power alleged

ITANAGAR, Mar 31:  In what could be termed as the most embarrassing for Arunachal Pradesh State Aids Control Society (APSACS), which has been relentlessly working for HIV/AIDS awareness throughout the state over the last few years, an allegation of misusing official power and position is leveled against its Project Director.

Former Arunachal Law Students’ Union (ALSU) Art and Culture secretary armed with supporting documents alleged the project director’s hand in awarding supply work amounting to Rs 32, 54000 in favour of  firm M/S Enhance Business Group, owned by a relative of the officer since last five years without following the laid down guidelines. He also alleged him of violating NACO guidelines in appointment.

 

Mopion cultural competition begins at Aalo

ITANAGAR, Mar 31:  The cultural competition of Central Mopin Celebration of Aalo began at Gumin Kine today.

Inaugurating the programme, Tagong Ketang emphasised on the need to maintain the age-old culture and traditions by minimizing the unnecessary expenditure. He advised the younger generation to maintain discipline and not to divert their mind from studies by merrymaking. He, however, maintained that celebration of festivals is important besides academic activity.

CMCC, Aalo president Mijum Lona paid homage to the Mopin pioneers,  specially late Gotu Bagra and Kore Bagra, who had taken up the responsibilities of rituals and sacrifices in spite of social taboos in the society in those days.

 

Forum reiterates claim

ITANAGAR, Mar 31: Hitting back at the Director of School Education (DSE) and his clarification that neither he was ever charged with financial mismanagement nor he made any illegal appointments, the All Arunachal Pradesh Youth Forum (AAPYF) today reiterated its claim by saying that all the documents obtained through RTI substantiated that the DSE was involved in financial mismanagement.

The Forum said that though inquiry report found nothing against the DSE, the facts cannot be buried easily. AAPYF appealed to the state Governor to take stern action against the director.

 

DC assures

ITANAGAR, Mar 31: Upper Subansiri deputy commissioner has assured the Arunachal Teachers Association, Upper Subansiri unit to constitute a committee to enquire about the fund granted for procurement of teaching aids for the year 2011-12 which is yet be paid.

The meeting attended by the, DC, DDSE and Arunachal Teachers’ Association, Upper Subansiri Unit also discussed various problems faced by the teachers, confusion regarding implementation of Right To Education (RTE)  etc.

 

Court quashes election notification

ITANAGAR, Mar 31: The District and Session Judge, West Session Division, Yupia after hearing the case regarding election notification of AdiSU, has quashed and set aside as illegal the second election notification yesterday.

The case was filed by one Dubom Tekseng for quashing and setting aside the second AdiSU election notification.

 

Farm school on rice-fish culture

ITANAGAR, Mar 31: Lohit District Krishi Vigyan Kendra, Momong has organized a Farm School on ‘Rice-Fish culture’ for the farmers of Juna- IV village today. A total of 30 farmers and 8 officers from different departments were present in the NABARD sponsored programme.

Addressing the inaugural session, ATMA PD M Chowlu highlighted the importance of farm school management. He assured another farm school to be organized for the farmers of the village.

Dr. Debasis Sasmal, SMS (Fishery Science), KVK gave an overview on rice-fish culture and teaches the farmers on how to develop land for such farming. Debasish Borah, Subject Matter Specialist (Agronomy), KVK trained the farmers on management of rice as a component of paddy cum fish culture.

Officers from fisheries and horticulture departments also spoke on the occasion.

The farmers took keen interest in the training and assured to start the land development work for rice-fish farming soon. It is expected that the rice-fish culture will begin in the village in 40 bighas of land from the coming Kharif season.

 

Earth Day observed

ITANAGAR, Mar 31: Along with rest of the world, Earth Day was observed by the people of capital complex today evening by switching off light for a hour from 8-30 pm today evening.

All the power stations in capital complex cut off power supply for an hour to observe the day which intended to create awareness of how we can help save mother earth from global warming and other environmental disasters.

Meanwhile, State Bharatiya Janata Party general secretary Tai Tagak, while emphasizing the need of observing Earth Day, called upon people to be aware of the threat posed by global warming to human life due to various reasons, like emission of green house gas and wanton destruction of forest cover.

 

Malini Mela gets underway

ITANAGAR, Mar 31: Malini Mela, held annually at Likabali has been inaugurated yesterday.

Brigadier MK Yadav, Deputy GOC HQ 56 Infantry Division inaugurated the Mela. Yadav assured to extend help to the civilians of Likabali under Operation Sadwavna Scheme.

Besides host Arunachal Pradesh, cultural troupes from Assam also presented cultural programme on the occasion.

Like every year, there is enthusiastic participation by the people of the area.

The Mela which has been held since 1964 was the centre of controversy recently when the Dhemaji administration prevented the construction of a multipurpose stage meant for the visitors.  

 

Babu Taloh retires

YINGKIONG, Mar 31: Babu Taloh, SP, has retired from his service on superannuation today.

Born on April 1, 1954, at Sido village, Taloh joined the Govt service as a sub-inspector in 1978 and later served the police department in various capacities as Police Inspector, CI, SDPO, DSP and ASP designated as SP.

Taloh was awarded gold medal and later President Police Medal in 2004 in recognition of his meritorious services.

Responding to a question of DIPRO, the retired SP revealed that he had never faced any suspension during his long tenure. Earlier, addressing the grand farewell function held at circuit house here yesterday, Deputy Commissioner Liyon Borang recalled the contribution of Taloh in his professional life and called upon the younger generation to take inspiration from the dedicated life of the retired police officer.

Other well-wishes and friends including ADC Rajesh Panyang, DDSE Talem Paron, Principal Tadang Padung, described him as a simple and straightforward officer and also a good footballer.

Among others, Dr. Kaling Dai, DMO, T Pertin, O Lego, T Jerang, EACs, and police personnel attended the farewell meeting. DIPRO
