HC seeks response from Forest dept
Convention Hall at I G Park

ITANAGAR, Mar 31: The Guwahati High Court has given six weeks time to the Principal Chief Conservator of Forest (PCCF), Govt of Arunachal Pradesh to respond to representations pertaining to construction of Conventional Hall at the premises of Indira Gandhi Park.
This direction came after one Charu Tanam petitioned the court through a Public Interest Litigation that the Park created for preservation of forest was being illegally put to the use as govt offices without any amendment to the existing master plan.
Tanam, through a friend had written to the PCCF and Deputy Commissioner, Capital Complex objecting to building of Convention Hall inside the Park on Nov 7 last year. Another representation was given to Chief Minister as well on Nov 6 protesting the construction.
The direction issued on March 22 stated, “Without expressing any opinion on the merits on the issue raised, we direct respondent No.1 (PCCF) to take a decision on the representations in question in accordance with the law within six weeks”.
The PCCF, Govt of Arunachal, B S Sajwan while refusing to give any details, said that he will abide by the Court direction.
Interestingly, the Divisional Forest Officer, Social Forestry Division, Itanagar under whose jurisdiction the Park falls, in a letter dated Jan 17 to PCCF clearly states that his office did not issue No Objection Certificate (NOC) for the construction of the Hall. Without making any further details, the DFO further states that “However it appears that land was allotted in favour of UD and Housing vide order No. DC/CC/CM (E) dated 29 Nov 2010 for a plot measuring 16933.50 sqm. at I G Park by the Deputy Commissioner, Capital Complex, Naharlagun”.
However, Deputy Commissioner, Onit Panyang when enquired informed that the NOC was, in fact, given by the Additional PCCF enabling the project to go ahead.
Director Urban Development and Housing Taba Tedir too backs the statement of the DC. He said that NOC was obtained from the Forest Department and land revenue has already been given to the government. He said that foundation work of the Hall has already started and the dept is hopeful of completing it by March next year. The project is being executed by Arunachal Pradesh Infrastructural Development Corporation Ltd and implemented by the state Urban Development & Housing department, at an estimated cost of Rs 3,125 lakhs.
It was only in Feb 2010, DA had allotted the Indira Gandhi Park with total area of 63.30 acres to the Department of Forest for protection and maintenance of the park in pursuance of a letter by Director of Land management.
Earlier, Directorate of Town & Country Planning under the Department of Urban Development prepared a master plan for Itanagar wherein the Park was shown as an open space for public use as a park with a proposal for its development. However the master plan was not notified.
However, bypassing all these, in June 2010 it was decided during a meeting conducted at the Chief Minister’s official chamber that an area of 17,092 sq.mtr of park shall be transferred from Forest Department and allotted to Urban Development & Housing Department for construction of convention centre at the western corner of the Park.
Once completed, the Hall will have a seating capacity of 1000 people, food court, office with media room, amphitheater and parking facilities. But the nature lovers are neither amused nor impressed. They reason that it’s not only plundering of only green cover in the centre of the town but also deprivation of the citizens who uses the park for recreational purposes. Meanwhile, All Arunachal Pradesh Unemployed Scheduled Tribes Union has demanded cancellation of construction of the Park. While asking for shifting of the Hall somewhere else, the Union said that Park should not be defaced. It further said DFO had already refuted issuance of No Objection Certificate for the use of land for construction of Hall.
Much of the park has already been encroached by private individuals and to a large extent; government has been responsible for the shrinking of the park by making way for many offices within the park and giving allotment certificates to encroachers thereby legalizing the unlawful activities.
It remains to be seen what step the court will take to save the Park from turning it into a concrete jungle.
AIR conducts Folk Music Festival
PASIGHAT, Mar 31: The local artists and musicians came together in a Folk Music Festival at Town Club here today to showcase typical folk songs and dances of Adi tribes.
The crowed pulling event was organized by All India Radio, Pasighat in collaboration with AIR Dibrugarh to stimulate the charm, emotion and energy of Adi folk music connoisseurs.

Historic Komsing-

ITANAGAR, Mar 31: When many villages of the state are connected with road under central Govt schemes like PMGSY, SPA, NLCPR, PM’s package and NEC,CRF, SARDP and RIDF programmes, the historic villages under Nugong Banggo (block) in East Siang district such as Komsing, Pangi, Sisen and Rasing are lagging far behind when it comes to road connectivity till today.
Komsing, which witnessed the assassination of then Sadiya APO Noel Williamson by Adi warriors led by Matmur Jamoh and Lunrung Tamuk on March 31, 1911, even after a century, remains almost delinked from the rest of the world.
Despite being the largest village in Nugong Banggo with high historical relevance, Komsing and other villages are deprived of road connection forcing around 5000 poor villagers to suffer numerous problems.
“Head load is only the means to transport goods from the nearest motorable road. Absence of proper link road in our area has hit the prospect of business boom,” revealed Restoration Committee of Historical Importance and National Heritage chairman Ajay Darang.

“We have to take the emergency patients to the nearby hospital on foot leaving the patients to their fates,” Pazing said. Adding woes to the villagers, completion time for the ongoing Nugong Bridge construction work, a lone motorable bridge of the Banggo connecting Komsing, has been extended for another two years. The bridge was sanctioned under DoNER ministry in 2007 and supposed to be completed by 2011.

Housing census reveals changing scenario
Itanagar, Mar 31: House listing and Housing Census Data 2011 for Arunachal Pradesh was released by the Director of Census Operations, Arunachal Pradesh Hage Batt at Banquet hall here today.
The Housing data reflected a decadal increase from 2,83,760 houses in Census 2001 to 3,75,960 houses in Census 2011 that includes all kinds of buildings including census houses used as residences and showed a decadal increase in number of households in terms of availability of better household amenities in terms of indicators like sanitary facilities, housing infrastructures and assets like telephone, mobile, including encouraging increase in households availing banking facilities of the general population of the state.
Delivering the keynote address, Batt informed that the houselisting operation conducted during April 15, 2010 to May 31, 2010 as first phase of census 2011, was to identify each building/house and to find out its usage, so as to enable drawing a framework for the 2nd phase of population enumeration and also to ascertain the quantity and quality of the census houses, amenities available to it and assets possessed by the households.
He added that the census inputs like the state of human resources, demography, culture and economic structure profiled under Census of India would help in planning and policy formulation for the development and progress of the country. He hoped that the dataset present in the current volume would reflect the physical quality of life of the population of our state and would serve as a useful tool for planning intervention to improve the same. Informing that the current volume provides Housing Tables related to the general population at the state and district level, he said that Tables in respect of Schedule Tribes will also be made available.
The Director added that Census 2011 has added a number of new indicators and refined existing ones in response to the needs of the Data users.
Extending his gratitude to the State Govt. officials and Team Census 2011 and people of the state for the cooperation and support, he also made a special mention to enumerators and supervisors for dedicatedly carrying out the house to house enumeration in challenging circumstances.
Director Economics and Statistics, Duyu Pussang speaking on the occasion, termed the Census process as a gigantic task, especially in a topographically challenging state like Arunachal Pradesh and also commended the efforts of the enumerators and supervisors.

AAPSU demands clearance of backlog
ITANAGAR, Mar 31: All Arunachal Pradesh Students’ Union (AAPSU) has urged the North Eastern Regional Institute of Science & Technology (NERIST) authority to fill up all remaining backlog posts under various categories at the earliest.
In a letter to the NERIST Director, the union expressed disappointment for not filling the backlog reserved vacancies for SCs, STs, OBC and persons with disabilities of group C&D categories as per instruction of the union Ministry of Human Resource Development (MHRD).

Meanwhile, AAPSU president Takam Tatung has welcomed the decision of state government to open many new government degree colleges and establishment of state university at JN College, Pasighat. AAPSU, which has been demanding for establishment of state university for quite long time, hoped that state university will go long way in providing education opportunities to the tribal students of the state.
However, the Apex student body expressed some reservation over setting up of many private universities in the state. “State government needs to properly scrutinize the background of these universities. We should not let degrees be sold in the open market. The life of young Arunachalee should not be put in risk,” said Tatung.

ITANAGAR, Mar 31: Hitting back at the Director of School Education (DSE) and his clarification that neither he was ever charged with financial mismanagement nor he made any illegal appointments, the All Arunachal Pradesh Youth Forum (AAPYF) today reiterated its claim by saying that all the documents obtained through RTI substantiated that the DSE was involved in financial mismanagement.

Babu Taloh retires

Responding to a question of DIPRO, the retired SP revealed that he had never faced any suspension during his long tenure. Earlier, addressing the grand farewell function held at circuit house here yesterday, Deputy Commissioner Liyon Borang recalled the contribution of Taloh in his professional life and called upon the younger generation to take inspiration from the dedicated life of the retired police officer.
